How the Party is Organized
American politics is based on the principle that the government exists to represent and carry out the will of the people. The Republican Party operates under the same principle, with everything starting from the will of Republican voters.
In Idaho the foundation of the Republican Party is found in the Republican Voters.
In even year primary elections, those interested in running for the position of Precinct Committeeman register with the County Clerk's office by the appointed deadline. The deadline can be found on the Madison County Website here.

Registered Republicans vote in the primary to elect their Precinct Committeeman. Precinct Committeemen are members of the neighborhood. They live within blocks of everyone they represent. This creates a close relationship with every member of the community with their Party representative.
Shortly after the primary election is over, the newly elected members of the Madison County Republican Central Committee meet to elect the executive committee. At this same meeting a few other things happen. The legislative district central committee leaders are elected and delegates to the State Party convention are elected. All of these positions either consist of elected precinct committeemen or are elected by the precinct committeemen.
As the diagram shows, precinct committeemen county and district central committee members are elected as delegates to the State Party convention where they then elect the leaders of the State Central Committee. Power and authority doesn't come from the State Central Committee, rather the local PC's are involved all the way to State Central Committee. This creates a close connection from the voting public to State leadership. Everything starts at the PC level.
